A NOTAM (NOtice To AirMen) is an operational announcement that changes UVA procedures (be it temporarily or permanently). If the NOTAM is temporary, it will be cancelled when the change is no longer relevant. If permanent, it will be cancelled when the change is incorporated into a UVA manual/procedure/policy document (this is why some NOTAMS date back a while -- the pub update isn't out yet).
Checking NOTAMS is pretty simple -- simply go to the VHQFO Homepage or this forum. The VHQFO page shows all current NOTAMS. If their is a new one you haven't read, simply click on the link to go to the NOTAM. In this forum, all active NOTAMS are posted as announcements. All cancelled NOTAMS are changed from an announcement to a post (for historical purposes). Just review the announcements and see if anythng has changed!
